With luck, the lock-down may lift on 14th April or possibly a week or two later.
This will mean re-starting of all regular activities in the State and putting life back on the rails. In view of this long period of stoppage, it is necessary to minutely plan out the resumption of all normal activities and Services which, I know and fully appreciate, is a massive task, involving huge logistics preparation and maintenance care.
In view of this long period of stoppage, it is natural that people will tend to rush out creating huge crowds and gatherings at every place of work and inter-action be it the shops, malls, cinema houses, bus and rail stations, airports, schools/colleges, hospitals, workplaces, etc. This will not only create a huge chaos but may also heighten the dangers of Corona Infection and Stage 3 Propagation of the dreaded Virus.
Hence it is of utmost importance that, the resumption of normal life and commercial/economic activity is done in a phased and staggered manner so that it is smooth and allows the Municipal Authorities, Law-enforcing agencies and General Administration Departments to iron out various wrinkles, as they emerge, when civic activities are resumed after such a long gap.
To ensure that we do not wipe out the gains of these 21 ( or 28 or 35 ) days of lock-down, I have put together a few suggestions for consideration by you and your colleague ministers for possible adoption. These are only broad Policy Steps - the details will naturally need to be worked out at the Operational level.
RECOMMENDED SCHEDULE FOR RE-OPENING OF COMMERCIAL ESTABLISHMENTS

INTERPRETATION :
On Day 1, only Business/Commercial/Professional Organisations (be it shops, restaurants, companies/offices/factories, Doctor Clinics, medicine shops etc.) whose Names begin with the LETTER A will OPEN.
On Day 2, only Business/Commercial/Professional Organisations (be it shops, restaurants, companies/offices/factories, Doctor Clinics, medicine shops etc.) whose Names begin with the LETTER F will OPEN.
On Day 3, only Business/Commercial/Professional Organisations (be it shops, restaurants, companies/offices/factories, Doctor Clinics, medicine shops etc.) whose Names begin with the LETTER K will OPEN.
…. and so on.
In this manner, the level of full activity will be reached over a comfortable period of 25 days and will allow smooth transition for the Civic, Police and Administration Authorities. It will also indirectly and partially extend the lock-down for another 25 days which will be only in the interest of the citizens.
Further, if by any chance, something untoward happens it will be much easier to once again enforce a lock-down than if everything had been opened up at one go.
This does not include SHOPS in MALLS nor does it include Places of Worship. The opening of MALLS & PLACES OF WORSHIP will be specified separately and they will open a little later as they are big crowd collectors & chances of virus transmission are very high.
NOTE : The opening schedule is not strictly alphabetical so that people whose names begin with the later alphabets do not feel it is unfair to them. However, it is in a alphabetical sequence.

One final suggestion : whatever schedule is finally decided upon by you, the same must be widely and repeatedly communicated to the people of the State through Radio, Television, Website Posting, Social Media (giving appropriate Links to Website) with a clear warning that anyone opening his establishment or activity before the scheduled and allotted date will have to pay a heavy fine of Rs. 1 Lakh and suffer one week’s imprisonment.
